A New Children's Health Insurance Program (CHIPRA 2009)

The CHIP program has evolved over the years and is another option, via the government, for possible health insurance. However, please note that this government program is not a full blown health insurance plan like you could get through private health insurance companies and thus have limitations and coverage caps, etc. CHIP is a great possible option for those on a lower income or if one cannot get on an individual health insurance plan due to medical underwriting. Below is information on benefits that have been added to the CHIPS program this year.

Shortly after taking office, on February 4, 2009, President Obama signed into law new regulations and extension of benefits (CHIPRA) for an existing children's health insurance program (CHIP).

This act provides health insurance coverage to lower income pregnant women and children who do not qualify for the state assistance program, but who fall within 300% of the federal poverty level (FPL). It is designed to help children in families that earn too much to qualify for Medicaid, but too little to afford private health insurance.

The act was made effective April 1, 2009 and will continue through 2013.

Under this bill more than four million uninsured children will be able to get medical assistance. Increased tobacco taxes will offset the increase in spending which is currently estimated at more than $32 billion over the next four years.


Here are some important highlights of this bill:

- Dental care coverage increases. States must cover dental care under the children's health program. They will also be allowed to provide dental coverage as a supplement to private insurance.

- Legal immigrants qualify for assistance more quickly. Pregnant women and children under 21 are the ones affected. Previously, legal immigrants had to wait five years from the time they entered the United States before they were eligible for medical assistance from Medicaid and the State Children's Health Insurance Program. Now States are able to cover pregnant women and children who are legal immigrants.

- Financial eligibility requirements have been raised. This means more families can be helped. A pregnant woman's financial eligibility is now set at 185% of the Federal Poverty Level; a child under 19 is set at 200% of the FPL. The cap is set at 300%.

- States can choose how they want to implement this increased health coverage. They can expand Medicaid by increasing the maximum family income allowable for children. Or they can expand current health programs by increasing the number of children they will accept into the program or by opening the doors to allow higher-income families to participate. They are also able to establish new programs that comply with federal law. However the States choose to do it, they will receive matching funds from the federal government for the new children enrolled.

Recover from Breast Cancer

How does a woman recover from breast cancer, what I call breast recovery? One way is by tackling physical issues head on, whether it's by dietary changes or mountain climbing. Another way is through spiritual means, by sharing with others the miracle of one's healing so they can benefit.

Ever since cancer took first place in my life, winning me a pink ribbon, a quote on the Internet partly attributed to James Matthew Barrie (the author of Peter Pan) has been my theme song: "Be kinder than necessary, for everyone is fighting some kind of battle."

One of my support group friends was undergoing radiation at the same time as I was in 1996. One afternoon we were in a hospital waiting room in anticipation of our respective treatments. We were donning those ubiquitous cotton paisley hospital gowns.

"Jan," she exclaimed suddenly as she hurried over to where I was sitting, "a woman is crying over there. It's her first time having radiation. Let's go tell her it isn't so bad after all."

We did manage to offer the dear soul words of comfort. Whether she was really focused on what we were saying is another matter. But how freeing to realize that not all patients were putting on brave fronts. Trying to calm this tearful lady gave me my first glimpse into how I could help others as a result of my experience.


During my intense one-year struggle to control lymphedema, a swelling that can occur as a result of cancer surgery or radiation, a co-worker called me because her sister had just been diagnosed with breast cancer. She asked me for suggestions. I referred her to literature for risk-reduction practices. Then I advised that her sister get a compression sleeve well fitted for her arm by a trained therapist that she could wear on a plane. Her sister heeded that advice, and over ten years later has had no problem with Lymphedema.

Long after my chemo treatments were concluded, my hairdresser asked if I had any scarves and hats to give to her sister, who had been diagnosed with breast cancer. I gladly gave her not only the hats, scarves, wig shampoo, and other items I had collected over the course of my treatments, but also advice to share with her sister on weathering the storm of chemo.

I have been privileged to give motivational talks to ladies in support groups and other venues who need encouragement as they tackle various medical challenges. Not only do I share my testimony in these presentations, but I also offer hope to those struggling with cancer and to those dealing with loved ones who have it. Opportunities to spread the word about breast recovery are boundless.

As part of my breast recovery I volunteer for the Reach to Recovery program for the American Cancer Society. In that role I counsel other breast cancer survivors on how they can reach the road to breast recovery. In addition, I serve as a patient-advocate for the National Lymphedema Network, helping medical professionals understand better the issues facing patients with Lymphedema.

Another way to give back to the community of cancer survivors is to enroll in clinical trials if appropriate. While I have not met the criteria for such trials, I applaud all those who participate to help institutions develop better drugs for generations to come.

Through teaching women's Sunday School at my church, I have learned an incredible amount from the members in my class. While people look to me as an inspiration, I look to them as mature believers who have coped with various challenges that I believe, in some aspects, are worse than cancer. Many of these trials involve relationships such as family troubles, but others simply reflect sorrow over loss of mobility and quality of life due to arthritis and other maladies. I pray that I can become a further vessel of God's mercy and wisdom to share with others my experiences and testimony.

Intercessory prayer has become increasingly important to me as a beneficiary of such prayer myself. I am on two e-prayer chains through which I receive via cyberspace the latest prayer needs and praises from my local church and from a group around the country. Being a part of this "helping-hands" ministry is a great privilege. Beyond a shadow of a doubt, prayers have altered and extended my life.

There's no doubt that breast recovery is strengthened when we share our own miracles with others in need. I know that helping others vastly accelerated my own spiritual, physical and emotional healing from the scars of cancer.
A former attorney, Jan Hasak authored Mourning Has Broken: Reflections on Surviving Cancer (Xulon Press 2008). In this memoir she shares her long journey through two bouts with breast cancer.

3 Kinds of Skin Cancer

This cancer can spread, is most dangerous on the lips and ears, and aggressive types can invade the lymph's. 2,500 deaths a year are attributed to this kind of cancer.
Melanoma - the most serious kind of skin cancer. The skin cell called melanin are what give your skin color. When exposed to UV these cells cause you to tan. When over exposed to UV rays they grow abnormally and become cancerous.


Now, this varies depending on your natural skin type and if you wear sunblock protection when you go outside. For men the common places are shoulder and hips or head and neck. For women it's on the legs. There are other factors you'll want to look at.

The first step in choosing the proper hospital is determining how you are going to pay for your medical care. Hospital stays average tens of thousands of dollars. Health Care System

The United States is engaged again in a debate on health care and the best system to provide and receive health care. Other nations across the planet have similar debates and there are different approaches to care in different countries. I add my opinions as a provider and consumer of health care to have some more fun muddying the waters.

First, it is my opinion that health care, like housing, clothing, and transportation is not a right, but a privilege. I will continue to scour the US Constitution for the right on health care, but to date I have not found it. With housing, clothing, and transportation citizens choose to purchase products based on ability to afford. There is no single car, house, or pair of pants that folks use; we are diverse based on our ability to afford. Health care really is no different.

As a provider the most frustrating thing is that I need to get permission from a complete stranger to examine and treat a patient, I am told how much I can charge, and I am further told how much I will get paid. I wonder if anyone reading this will consider what it would be like to have to call someone to sell a pair shoes, sell a car, or to purchase a house. I wonder what it would be like for you to be told you are only permitted to sell this shoe or that house and that your commission on that sale will only be a certain percent!

It seems to me that most consumers are pretty smart and understand what they can and cannot afford. If I place my name and title on an office building the consumer may choose to solicit and pay for my services. My fees will not be unreasonable because the consumer will go to the next doctor who charges less and I will be out of business. I will be able to work directly with the consumer who will exchange a fee for my professional service.

As a consumer, I have recently purchased a Health Savings Account (HSA) as I am self-employed. I find the ability to manage my own health account valuable and freeing. I enjoy asking the nurse or doctor how much a procedure costs and then choosing a less expensive procedure or I simply do not have the procedure. With an HSA I am able to approach utilization and purchase of health care services the way I approach other products and services in the market. I am in control.

One final opinion is that the United States is far too medicalized, too invasive, too bureaucratic, and too expensive. We have some great professionals and tremendous resources, but we neglect the simple things that can really curb disease and chronic conditions. We do not focus on exercise, nutrition, stress reduction, cognitive stimulation, and communication. We do not do enough to curb bad habits and we view all of these things as external to the "real health care system" when these are the precise behaviors that cause the medical conditions that are so expensive.

Some suggestions for health care delivery might include the following:

1. Put the consumer in charge of his or her health care and treat it no different than other products in the market

2. Create a standard basic safety net for major medical crises that will probably need to be both employer and government subsidized and that means taxpayers.

3. Get rid of all middle layers of the health care bureaucracy. There should not be anyone employed for precertification, preauthorization, or claims management. The doctor and the consumer will manage this as the consumer does with other products purchased everyday.
4. Each doctor will set his or her pricing and the consumer will decide if the prices are reasonable.

5. Stop dictating to doctors what procedures can and cannot be performed. They are licensed in medicine to already know what to do and do not need a bureaucrat to tell them this information.

6. Create products that are preventative and wellness based across the lifespan that the consumer can purchase. These products or programs should be part of the primary health care system.

What is the Healty Insurance??

We hear it every day! So many Americans have no health insurance. Healthcare is unaffordable for so many. Those who need insurance the most can't get it. The list goes on. Our president has the idea of creating a government program to "compete" with private insurance, which many see as a sneaky move toward socializing medicine. There are those who call for such a move, claiming that money motivated private insurance is not enough. They may be partially right but socializing would be a big booboo. I saw for myself the results of a national health program in another country and definitely think this country needs to keep at least 95% of our healthcare system the way it is.

What about that 5%? Well, for one thing ways need to be found to get all Americans insured and emphasis needs to focus on prevention. The government's best role would be to provide incentive for the formation of and then regulate health insurance companies that specialize in low income people to take care of those folks who make to much for Medicaid qualification but can't afford private insurance. It should be a requirement to see a doctor for a physical at least once a year to keep coverage; twice with preexisting conditions.

The same should be done for dental insurance.
